The 'recall' simply involves an over-the-air update. Do you really think that NHTSA will force Tesla to disable Autopilot on all its cars? Besides, GM's system is no better. They just have fewer crashes because they have sold fewer cars. Their engineers are interchangeable with Tesla's.
'First-of-its-kind research on advanced driver assist systems (ADAS) involved in accidents found that one company dominated with nearly 70 percent of reported incidents: Tesla.' Read that statement carefully. Since Tesla 'dominates' in sales of cars equipped with ADAS technology, why would it be surprising that it would also make up a large percentage of cars involved in such accidents?
Tesla steering-wheels do not have a capacitive ability similar to smartphone screens. The only way the vehicle detects hands on the wheel is by requiring the driver to exert a slight force when requested. If autosteer had been on for only 10 secs., there is no way to know where the driver's hands were.
