I think I see the problem. Waymo cars only know the initial road conditions, as they were mapped. Any kind of modification (pedestrians, other moving objects, potholes, etc.) will confuse them.

My wife's a doctor (MD) and she has to use some kind of software to connect to the national health service. Guess what? There are only 5 or 6 companies providing the software and although the 2 best one use a client/server architecture (aka they run in a browser :D), it only runs on Chrom* on Windows.

The government also provides some kind of software but, as every government software, it's freaking buggy and, of course it only runs on Windows.
