If you mess up critical systems, and cause serious harm or death, you can get the death penalty.
Allow for extra national rendition for these criminals. Hire Blackwater to dice them up.

In the old West, horses were a life necessity. Stealing one was a hanging offense, well above the punishment for stealing similar value. Computer systems are the lifeblood of the modern world. Shoot on sight would be a reasonable way to deal with the Mitnicks of the world. Pay Blackwater another $100 million to find and erase the hackers. Start finding these guys hanging from a bridge with their genitals in their mouths. It is the lack of IRL consequences that keep them coming back. Using "Social Engineering" makes the whole world a colder, less helpful place.
We had a "automated" server facility, no need for humans to be in the room.
We had a power drop on a Saturday morning. It turned off the A/C but the servers got past it with UPS. The servers hummed along merrily. The A/C did not come on. Did I mention it was Florida in the Summer? By Sunday afternoon the servers were shutting down due to heat. Once they cooled, they would try to boot back up. Then they would crash again. It took a while to piece the data all back together.
Back in the 70s some South American criminals kidnaped a Cola executive. The company did not pay, instead they had the kidnappers hunted down. The whole village was killed, dogs and chickens includes. Nobody kidnapped any of their executives again. Cyber crims have less bravery and think they are safer hiding behind a screen. Chop a few up and post pictures to Facebook, I would bet the crime rate would go down. This would be a great use for those armed drones that do not respect national sovereignty. Kevin Mitnick should be digging ditches for a living.
The definition of Hacker I grew up with was: Someone who comes up with a unique solution to a problem, usually faster to implement and run. It only solves the immediate problem, not the whole class of problems. They also do not document what they did.
So Hacker has been an insult for a long time. Adding criminal aspect was from looking at the code.
I worked at a place where one manager was trying to get rid of the hardware manager.
After a Tuesday patch day went badly, we had an after action meeting.
She asked why it was not tested. Umm MS does not give them to us beforehand.
Umm our dev environment is not nearly as complex as production.
The manager in charge of the hardware left within a month and the toxicity level went up.

If you carry a phone, you are already being tracked. The govt is not allowed to track you, but they require the phone companies to hold the tracking data for them. If someone dies because of this, that ups the charges from blackmail to MURDER. I am sure they thought about this, so it is PREMEDITATED MURDER.
Here in sunny Florida we have tool for dealing with people like that, we call it "Old Sparky".

If I defrauded someone out of $60 million, I would be in jail. Put the CEO and Board of directors behind bars for a similar time.

There is a way to grab a domain name for a couple days, to see if you like it.
There are companies that watch for name searches and grab those domains and hold them for ransom.
They should have to pay to hold them for even a day. That would cut the dirt bags out of that process.
If you get rid of don't understand the value of domain names look at whitehouse.gov vs whitehouse.sex.
There are dirt bags that camp out on misspellings of popular sites.
Google does not give page rankings for free, so the site would have to pay to be found.
I know of a couple charities and non-profits that have lots of page hits, without generating income.
Does this survey look into the number of hours worked per week gap?
Others have found men working more hours, a greater differential than the wage difference on a title by title comparison.

How do you make a real valuation of the IP the company is "Leasing" from the Irish.

The product fails, the customer sends you the RMA. WTF?? If you are on Amazon, you are hard pressed to deny the return. Amazon does not police the market place, it is not in their interest. UBI and Open Border are both bad ideas but they work REALLY BAD TOGETHER.
IF you have a small, well educated, homogeneous society, (like Silicon Valley) you might get away with it. But when you try to do it in south Texas or someplace with loads of border crossers that have no education and no stake in the society. It will quickly become untenable.
How long does a person have to be in the country to get the UBI? Do they have to stay in the country to continue getting it (can retirees spend some time in Mexico?) ?
Get a constant flow from South America, signing up for the benefits and heading home.

They are not giving profits to Irish branch, they are paying for licenses. The Irish License is a Before tax expense that the India office has to pay. Just because that expense matches up to the profit of the branch, it only sounds fishy. This kind of EVIL SCAM is what Trump is trying to protect the US from.

This is what makes the term "Software Engineer" such a joke. Does anyone using that title, actually have a PE? Does IEEE have standards for "Software Engineer" like they do for other engineers?
You can get specs on a building, can you get them for the new car? or new smartphone?
When you build a bridge, it is used that way for decades. What is the last piece of software you have used that is over a decade old without a change? How about 50 years old, we have bridges that are CENTURIES old without a change. It is the changeability that makes software more difficult.
