I agree but sadly, I can't see anything penalising happening for these things.
a) the fines will be baked into the OPEX
b) companies will be structured in such a way that they are disposable
c) GDPR will be found wanting and loopholes will be exploited.
Take BA for example. So long as their legal fees remain below the £189m they will keep appealing and playing the long game.

You're using the wrong VPN then. I do exactly this for the exact reasons.
At home I have pfSense (with OpenVPN) and PI-Hole.
As soon as I leave the house my VPN turns on and stays on until I am safely back home on the WiFi.
I can't say I notice a speed issue (it's as fast as the 4G is) and can't say I notice a difference in battery.
I use OpenVPN on the phone. YMMV.

Keep the ratio teeting on the edge of the 1/3-2/3rds mark. That way they can keep appealing the categorisation which will force the guvment to constantly audit the ratio.
Pretty sure you can find enough naturei̶s̶t̶ photos to make up the ratio. Easy for site to control, difficult to audit :)

I have a lot (100+) IoT devices in my home. Where I can't run custom firmware on them I run them in isolated networks.
For one which "had to phone phone" I did a MITM "attack" and feed it back 303 and black-hole it. It's happy :)

All my American friends gasp when I tell them I have a 200Mb connection at home for less than the price of a meal. They're still struggling with up-to-bla-but-really-bleh from their US providers.

My mom, a radiographer (and does ultrasounds on expectant mothers) discourages mothers from having them for curiosity and wanting to see baby growing (you can pay privately).
She cites all sorts of research and suggestions where the baby's hearing can be harmed.

When will they see that it would be a really good idea to let others help with these things? Other's being the opensource community. Build the hardware, engage opensource (read: pay for the initial project), ship the hardware, revel in the popularity.
