This is how some metropolitan areas handle crime on mass transit - the trains/subways/buses tend to go through multiple jurisdictions so the only workable solution is to make mass transit it's own jurisdiction.

My daughter was six the first time she encountered one of these wonder devices. There she was, minding (and doing) her own business when it suddenly sounded like the bowels of Hell were opening up beneath her.

She found it somewhat unsettling.
