I am not surprised that Cyprus is a candidate for data centres etc. It has a largely educated, English speaking workforce after all. Re: law enforcement?

In the UK civil and criminal cases are decided on different criteria: balance of probabilities for civil, beyond reasonable doubt for criminal. I expect it is the same in the USA (Just ask OJ) so the fact that there is no criminal case extant only feeds into the balance of probabilities, it is not definitive.

System security is not binary. Big brains will be applying mathematical tools to make the system secure enough - in this case (I hope) extremely secure. Obscurity can be a factor in this calculation. Security by obscurity quickly breaks down when keeping the architecture, technology etc. "secret" is the only or a significant aspect of the system security design.

"Common sense" uses the same meaning as common law. It is the sense that is shared between the population, area etc. There is no reason why common sense can't be rare, first find the sense then see what parts are common between entities. "Common" in this sense does not imply universal.

PS. Common sense is not equal to crown sense.

The King at Arms explained that, regretfully, only members of the Royal Family could legally use the word "royal" in their title, however Baron Farnham Common was still open.
