Limit emails per domain to X amount per hour say 100, if it goes over this the server admin should get a warning message. You can do this on Linux.
If you can limit email ports to a IP(s)
Do a manual request; find out who is blacklisting you http://mxtoolbox.com/blacklists.aspx then you will probably have to fill in a form and wait something like 48 hours before being lifted
To prevent future problems use a different IP for email and or website that your own server, I pay $5 a year per IP.
Have you set up an SPF in your emails DNS?
Consider using a email service like gmail apps $3 a month per email account "your domain as a gmail account"
For non spam bulk email sending you can use a service like constant contact.

Ok OpenStack is worth sitting up and noticing, it has huge potential, pre installed frameworks for a lazy mans hosting, wonderful.
From my experience as a web:
1) transferring files via FTP, both key and path to file location set-up in my install was a pain to get sorted, and probably made worse by the fact that I did this on a windows machine so I had to do a number of installs before I could connect.
2) Getting a domain name exertion to the install / gear is a pain, there not much help for http://www but your ok if you want a cname but thats not everyone's ideal set-up.

Recently I set up a small WP blog, I tried Googles' Apps first, I found that they had only recently started to allow PHP/WP to run on there system and was still in beat stage. The setup and interface was very orited arround how much resourses you were using and getting the site online... it was painfull mostly due to the fact that I had to use Googles own software instead of an FTP software to put my files on the web and navigating arround the locations of different Apps were a bit confusing, too many homepages. Eventually I went for an AWS through a 3'd party that handled the complex stuff very well so I am now paying 0.002p an hour or about $10 a month for a ubuntu 500mb server, one that I can do what I want with even re-install in a few mins. I did keep Googles Gmail business App, very good but from my opion Google may have the hardware but not the software. I guess Google could use the hand of a more friendly 3'd party like I used for AWS

Statitics are often hard to interprate, there may be a server running IIS or Apache or Nginx but how many websites does the server run? does this include VPS instances running?
From my perspective as a web developer, those from an IT background with MS training will naturally go for ISS/.net but what costs are involved, pattents to work round, security and licencing and re-training costs. Have you ever been re-traind for a new version of JavaScript or PHP, what about VB/.net?
Yes like for like IIS is more secure for Apache and is great for things like PCI compliance but IIS will also do more than Apache such as borwser/server interaction like Node.js so depending on the setup is it more secure?
If you are large business employing a team to look after your big website, then yes IIS is probbly for you but try getting licencing fee off and upgrade costs off a small business that wants to pay $35 a year for hosting. When you consider that you can have a AWS server running Apache/Nginx for $6 a month running mutiple websites what you dont pay in licencing is left in your pocket right?
So for a true picture we need to not only know if IIS its Linux in the stats but are these servers running a physical machine or one giant cloude spawing Instance mache, and for each server what servies/modules are running such as email, .net, php and how many domains are being used with each server?

There needs to be a single international body with umbrella organizations run by police in each country where you can send details of the online attack and sample files, there is no one is even trying to keep statistics on hacked websites or other forms of attacks its is discraseful.
No where to report online?
No where to send sample files i.e fake PayPal log files etc?
No standardization of addresses to report fraud/phishing emails to even from the big banks and websites
Though at least Google and Microsoft will drop you an email if they detect your website has been hacked (if you have register with their Web Master Tools service.

As the author of many websites I have to say that Capatch does not work all the time, normally because of very cheap labor. I would suggest to anyone looking for a solution that to trap normal spam bots hidden input boxes work nicely and combined with a layer of bot protection from a cloud service such as Coudflare you only have to worry about Humans inputting
Cant we have simpler verifications setup by the sites user such as "what color is the sun" or a more regional question for local websites such as "how may stars are in the American flag?" , "what state is this store in?" things that would take time for a Human spammer to solve.

Tax is the problem even if they pay tax digital transactions can be transferred to another country i.e. Purchase on Amazon and the transaction can end up in Germany.
As a fool proof way, change all Cards (Debit/Credit etc) work and have the BACS (Banking Automated Clearance System) diver all transactions to the Tax office -> Tax is deducted say 20%VAT and the remainder is deposited in the sellers account.
Of course this to work VAT would rise above 20% but corporation tax would be abolished
