I think the assumption it makes is that the scenario is always a private (naive and under-funded) individual complainant going up against a well funded media organisation where the likely potential costs are not material to the publisher but ruinous to the complainant. The arrangement makes some sense in this scenario
I renewed for several years last time around and assumed that meant I was locked in but I see that transfers are EUR0* on Gandi. Does that mean that they just take the hit of giving you free service for the balance of your reg period in expectation of renewals and to make the market fluid, Is that how all registrars work? damnit, I just spent a couple of days struggling through getting BIND and Apache set up to do this and then crunching up several different blackhole lists to do this and pi-hole has nice reporting too. If only they used SEO to get picked up by my online research beforehand

I believe it was an assumption made in MoD in the early stages of the project. Ie the replacement for a VSTOL carrier is a VSTOL carrier.
To be fair, they did specify that the carriers should be capable of being reconfigured for catapults. They simply forgot to agree a price cap for this lower than the cost of simply ordering a brand-new ship. You don;t win defence contracts without being smart enough to spot an opportunity like that.

Stretching the refernce to its limit (as is only sensible) perhaps both keyword sets should be split in two and divided between the parties. One could have Victorian Victoria and the other Plum Plumbing. They could both be offered shitshow which might garner a few hits.

Hmmm... I've worked in IT for longer than many of the readers have been alive so I hope I know at least a little bit about it. However I'm looking at my keyboard and I can't see a key with "Enter" written on it. Should I just continue using the big L-shaped key with a bent left-pointing arrow on it instead?
Hmmn, I use the key in the numeric keypad of my keyboard that is adorned with the legend 'enter'. I always assumed that the ↲ key was distinctively shaped and cryptically labeled because it did something like initiate the building self-destruct or launch all of the missiles so I have tended to avoid it. You've take a weight off my mind and helped my RSI, which is nice on a Friday, so thanks.

Seems like on El Reg there must be either a) a lot of idiotic pedestrians or b) a lot of car drivers who think that if they have to sit in a queue then so should everyone else!
I don;t think you made it clear enough that you had in mind a scenario where the traffic light was green but a stationary queue of motor vehicles was present with adequate space between lanes for a cyclist to filter. It is legitimate for either a crossing pedestrian (uk, no jaywalking laws) or a road using cyclist (green light) to proceed. Both have a responsibility to avoid collisions. In the hierarchy of vulnerable road users the cyclist probably has a little more. You could make an argument of courtesy for the pedestrians to yield to the cyclist. You could also make an argument about relative levels or responsibility for either party dependent on how foreseeable it was for the other party to be there. I can only control my own behaviour so when crossing a road on foot or filtering through traffic on a bike I always try to look first and proceed at a pace where I can stop if another road user isn't taking the same amount of care. I found commuting became less stressful if I focused less on feeling wronged and more on how I could cooperate with other road users whilst still making reasonable progress. But yes, like gender politics, OS and smartphone wars, cycling issues tend to attract bloc voters (in both directions) around here
