I think you are spot on. Africa, parts of southeast Asia, possibly parts of China and India. If the people are subsistence farmers, mechanization won't help them and there's no money for that.

Probably not. But fingers will be pointed. Some poor long retired or dead programmer will be blamed and all will be well. The fact that IT was probably outsourced to save some money might be blamed but then whatever politician thought it was a great idea will take the heat. But nevertheless, there will be gnashing of teeth and displays of outrage since we're in election season.

As for the former prisoners, I wonder how many will be rounded up and returned to serve out their time? I expect that they will spend millions on doing this and many of the former inmates who have got out and hopefully led good lives will now face losing jobs, etc. because the state wants to serve justice and lock them back up for a month or two.

The only winners in this will be whatever politico makes the most of the publicity.

MS has been referring to it "as a service". When one looks at every other "software as a service" biz, what do you see....? Monthly charges, a mixed bag of updates, cloudy stuff, data slurps. So.. I guess it is. Only thing lacking currently is the monthly charges.

Then he's not really looking Stateside, is he? Tool and die making and machining in general is making a large comeback here in the States. The rising prices in China and the comparatively low quality is driving things here. Several companies I'm aware of are doing "apprentice" programs. They pay well and the kids who are going into it have found a niche that in the long term should be a good choice fir them.

I've been to 2 Mom and Pop type businesses recently that didn't take credit card or debit cards. A small sign explained "cash or check only for your safety". The person in front of me asked and they simply said, "there's been too many retailers that have had their systems compromised and we don't want to be one of them, and the banks/cc companies have increased what they charge us.". That sounds like a programmer I worked with except he was using C on a Unix box. No line separation, no comments, just one long bit of code run together for 40 printed pages. Seems he was trying to save memory and someone told him to remove "whitespace'. Which he did.
