Why bother?

Do the US newspapers derive enough revenue from web site visit or located in the EU to make GDPR compliance profitable? If not, then just block the EU from access and carry on.

The EU can make decrees for their subjects. The rest of the world can do the cost benefit analysis and make their own decisions.

In today's news, Californians realized their fine upstanding congresscritters have campaigns to run, "speaking fees" to collect, and "fact finding missions" that require travel to exotic locations. All paid for by lobbyists and interest groups.

In other words... those congresscritters are taking care of their true constituents. The ones that keep them in office to peddle influence and line their pockets.

This sounds like a perfect opportunity for a plucky startup. Artists register and provide ownership information. Plucky startup submits that information in the format required by multiple the copyright office and any other source used by media companies. The startup takes some small percentage of royalties paid as their paymnet.

Only 2 options for satellite internet

There are only two options for satellite internet in the US. Hughesnet and Excede. Unless these other ISPs intend to recreate all the space and ground infrastructure, they will be reselling services from one of those two.

Given the number of subscribers involved, I expect it will overload the Ka spot beam for that area on the HTS birds used by each provider.

By the standard Haines suggests, STUXNET would almost qualify for a "send in the tanks" response.

Having built a fiber network in Austin....

The city government agencies were the main impediment to both speed of completion and good construction practices. Random city inspectors would come up with requirements out of thin air.

We had similar issues with connection speed via satellite in both Iraq and Afghanistan. Posters have already mentioned using a squid caching proxy which is spot on. Additionally, that squid cache, with properly tuned TCP settings, will greatly help the XP machines with small receive windows (RWIN). Google "Bandwidth Delay Product" for more information. If I recall correctly, psc.edu has some of the best collected information.

Another item that makes a world of difference is placing a couple caching DNS servers on the local network. Given how chatty Windows machines are with DNS queries, moving those off the satellite network and on to a local caching DNS server makes a world of difference.

Finally, configure all the machines to download their Windows updates via the squid cache. Simply setting the "Internet Options" to use the cache doesn't do it. There were a couple of additional settings that had to be entered via the command line to make Windows Update use the cache.

Once these three items were implemented, it was a night and day difference on the satellite connection. While it still wasn't a terrestrial multi-megabit DSL-like experience, things flowed much more smoothly and perceived speed was up by around a factor of 8-10.

How much did they pay the department of obvious studies for this?

This is a study that might as well have said that fire is hot and ice is cold. A single stream broadcast at the multi-KW level is going to cover a much larger area with a single transmission. This iisn't rocket science. It is how the networks are built with different goals in mind.

Digital Orthophoto Quarter Quads (DOQQs) have been available from the US Geologic Survey (USGS) for years. Some states/counties allow you to download them for free. Otherwise they can be readily purchased on DVD. They have more than enough resolution for a slightly trained imagery analyst to pick out and target critical infrastructure.

My county, like Anonymous Bosch's (above), also does full aerial photogrammetry sweeps every five years. This is quite common though the frequency varies by state/county/city. Such sweeps are already used to locate structures built without permits. My county is going through the process now and sending out inspectors.

I find it much more likely that Google, Apple, and other would simply license the existing photogrammetry datasets rather than refly everywhere. In certain targeted areas not already covered by LIDAR or other 3D aerial mapping, they might do selective area coverage.

LWOP Plus More.....

If the goal is to avoid executions, then LWOP (Life WithOut Parole) is a required starting point. It has the same effect of ensuring they do not reoffend against the population at large. Assuming a desire to prevent permanent physical damage in case a conviction is later overturned, several options present themselves. At all times, prisoners on an LWOP sentence must be able to request an approved method of suicide. I have a feeling many may opt out early. Failing that...

1) Make the prison population in general and the LWOP inmates in particular self-supporting.

- Farming their own food and raising livestock.

- Building prison furnishings, sewing uniforms, etc.

- Building new prison facilities.

2) Make the prison population useful to society

- Prison industry - The classic US "making license plates" is just the starting point.

- Public service projects - Bring back the chain gangs.

3) Make prison an undesirable destination - Take the lead from Sheriff Joe Arpaio

- No air conditioning

- Tents outside surrounded by fences and barbed wire

- No TV, no tobacco, no gym equipment.

- The only way to get privileges such as increased and better rations is through work.

- Minimum 12hr daily work day. Seven days a week.

Cut the costs, make them useful, make prison suck severely.
