They will however mandate that it cannot be "end to end", and that the message service provider must have the message available at both ends of the communication to be inspected by someone with a warrant to access the device or central store.

You can't just "send in debt collectors". Indiegogo will first need a Court judgement that the debt is owed, something that is likely to take months. Collection of the debt can then be attempted, and only if that fails can they apply for a writ in the High Court for enforcement, at which point the Sheriffs can be engaged to remove goods.

You cannot use the cash value as criteria for prosecution, sometimes it is necessary to enforce the principle of law. Would you consider it OK not to prosecute a shoplifter because they only stole something worth £100?

Open Source can be cheap to install and utilise (TCO is rarely zero), but what happens when the “Vendor” fucks up? “Oops, my bad, we’re broken and all our support material is gone. Might get it back, who knows...”
Open Source can be very good, just make sure you’ve done your due diligence before recommending it to the company.

Plenty FTPMail sites let you download files like patches, I think Microsoft even had one. It's one of the reason split ZIPs, RARs and other file splitting tools flourished, sending multiple emails per file. (HJSplit still seems popular in some NewsGroups)

The wayback machine has the site back to 04/Nov/1996 and has a long history of updates. If he's been leveraging it commercially then no doubt he has accounts to prove its worth, which I suspect might be in the millions over a number of years, hence the French government aren't willing to cough up.

The story of three envelopes is a business classic for dysfunctional organizations. It starts with an incoming manager replacing a recently fired outgoing manager. On his way out, the outgoing manager hands the new manager three envelopes and remarks, "when things get tough, open these one at a time."
About three months goes by and things start to get rough. The manager opens his drawer where he keeps the three envelopes and opens #1. It reads: "Blame your predecessor." So he does and it works like a charm.

Ironic, but without knowing the details of who NT1 and NT2 are along with their previous actions it’s impossible to know and comment if the decision in either case is a good or a bad thing.
