Let's not forget the rinse and repeat aspect of this 'crime'. If after four years and six months you're asked to unlock it again and can't/won't, that's another five years. In the future it wont' be the mysterious appearance of bags full of powder that get people locked up/justify police actions. It will be a usb key with encrypted files.

You would certianly hope so. Of course a sentance with the same meaning is we'll swing the axe hard where it makes business sense to do so. This is basically a plea from someone on the top of the pile to keep the company viable long enough for them to get paid and offering nothing in return.
Is this the part of HP that's hoping to claw back billions over its bungling of the Autonomy takeover? If so, once they convince a US court that US accounting standards should be followed by companies operating in a different country with different laws and pratices, that will pad out those numbers nicely.
The big networks are hobbling small communities that are trying to organise and setup their own infrastructure. They have the resources to capture the lawmakers and regulators and when needs be drive the price of their product down long enough to drive the local competition out of business and then put the prices back up.
While the evidence in terms of studies is thin, it does suggest the stronger strains can have a negative effect on your mental health.

The theory I have heard is that there is more THC and less of a compond that helps to protect from potential negative effects in the stronger strains.
It's the draconian regime that views people who totally submit as a resource to be exploited and any resistance, even if it is ideologically consistent with the values they are suppose to embody as diseased fiends to be stamped out with religious fervour combined with the imperialist aggression as displayed with the invasion and annexation of other countries territory in the south china sea part that worries me. AI weaponry will only embolden that behaviour.
I bought a 2400G at the start of the year, a massive increase from my A6-5400k but I bought that cause I couldn't get a 560 4gb at a sane price (would have paired with a 1600). That's likely to be me though for the forseeable future (6+ years at least). There's probably a lot more casual gamers who were in the same boat and did what I did.

The unspoken bias and assumptions that go into statements like these make me laugh. If the AI can determine an optimal course, why not write a paper on that (after clinical trials) and let everyone know. Then you don't need the AI for the improved outcome, just someone who is already an expert and keeping up to date with advancements in their field to keep doing just that.
As for the bit at the end that even a slight improvement would save a lot of lives worldwide, there's a lot of people who would not be able to afford what would undoubtably be a very expensive tool so the potential impact is vastly over stated. That is of course assuming that it ever gets to the point were it is actually useful.
