It's so encrypted that it can't be decrypted by anything - even the owner.
A likely problem is that the Beast hasn't worked out a back door API deal with the self encrypting drive makers yet, and so can't uphold their commitments to various TLAs to keep that back door open. People might start encrypting stuff on their PCs that Microsoft can't grant access to recover.
WTF? How did that happen?
Translation: Bill finally got the last of his eggs out and it's time to kill the golden goose before it does any more harm.
A lot of people don't understand that this was his job: not to dominate technology or move Microsoft forward. It was to hold the Beast still while Bill converted his paper wealth into real money.
Most charity appears to do more harm than good, when the donations do anything at all. Remember Haiti earthquake relief? Introduced endemic cholera to the island, little benefit for the people. The Red Cross's half billion $ accomplished essentially nothing. "Much of the money never reached people in need."
It is starting to look like charity organizations are just a scam.
As for the girl's inheritance, Zuck likely has 60 years left in him. Disregarding the extraction of real money out of paper wealth and the slings and arrows of that much outrageous fortune, she'll have the benefit of the whole lot for as long as it is likely to be important to her.

In the last hours Intel has appointed Qualcomm alum and their former nemesis, Venkata Renduchintala as president of their client, IoT and Systems Architecture Group. So IoT is getting a boss who has heard of Linux. And client too.
Hope is not dead. Intel may once again become a go-to provider of chips for people who want to be in control of what their stuff does.

And webapps too, with the world's finest browser and app wrappers for every major site, bring all the world's technology to your phone. Nobody else has Cortana and that's like having an AI love slave at your beck and call. It's Powered By BING! Everybody loves Bing!
Why only a fool would bet against that much synergy.
