But, you fail in one regard - the employment of an experienced system operator.
We all know that RBS, in its misguided attempt to increase shareholder value, and increase executive bonuses; hired a bunch of monkeysinexperienced operators.
You get what you pay for.
Is a very good strategy.
While WROK PALCE uses Linux in house, the shiny boxes we get often have WindblowZE inflicted on them. (Don't rag on me about it, it is a cost issue, and I am not on good terms with the bean counters.)
What we do to get around two issues (WindblowZE, and data security) is to purchase a second hard drive, and install Linux on it, and leave the WindblowZE infected hard drive completely disconnected inside the case.
When the machine is EOLed, we pull the second hard drive, and reconnect the OEM's WindblowZE hard drive. Now that system is ready to be disposed of, and we still have our data.
The in-house joke is to put bio-hazard stickers on the WindblowZE infected drives. I wonder what reaction some (l)user would have if they bought one of our retired systems, and open it up.

Just take a hard look at its Governor and a large part of its Legislature. All members of a certain political party that preaches (R) "family values".
Just today, its Thief Executive (aka P.Rick Scott) made an about face.
Previously, he was dead set against ObamaCare and his shit headed (R family value carrying) friends in the state Legislature made all kinds of noise and instituted a fluster of legal action (courtesy of state AG BlondiBondi) in order to get ObamaCare over turned.
They lost.
The amendment those R family value carrying members of the Tea Party foisted onto the ballot in an attempt to outlaw cooperation WRT ObamaCare failed to pass.
They put an amendment on the ballot under the title of "Religious Freedom"; which, if passed wouid have torn down the restrictions on using public funds for religious schools. That one failed to pass.
His R family value friends tried the typical R family value voter suppression tricks, but those failed. People waited as much as 7 hours (in Miami/Dade County) in order to cast a vote
Well, I guess the reality of the election finally hit him right in the face; now he is willing to "talk" to the Feds.
Lastly, in one of its more populous counties (Pinellas), 2 of 4 county commissioners who previously voted to end adding fluoride to the water system; got VOTED OUT OF OFFICE. One of the other two now is talking out the other side of his ass.

Back about 25 years ago when I was involved with a local radio station, there was a royalty payment required of all stations, including the NON commercial station I was associated with.
At that time, non commercial stations had a fixed payment, while commercial stations had it assessed as a percentage of their ad revenues.
What you may be conflating with royalties is having to buy the actual discs. Now, those were promotional items, and the stations did not pay for them. Many times, they were used for "give-aways" and other listener related inducements.
In fact, I still have some promo CD's in my collection from those days.
From memory it's crap like this that the film industry use so when a film makes billions of dollars (i.e. Star Wars) the film company can report the film as a loss so they don't have to pay the stars much money if they have in their contract that they get a % of profits.
I believe that it is called creative accounting.
Perhaps a new idea may have to be instituted - creative taxing.

If this person would have walked into a brick and mortar location, purchased the same items at the same price and walked out to his car; would the store employees have been legally allowed to run out, an forcibly remove those paid for items from his possession?
The problem is that enforcement is civil as opposed to criminal. IOW, a fine VS jail time.
The fines are nothing more than the cost of doing business.
One way to put some teeth into the rulings is a lifetime ban on the individuals involved. Get caught a second time - off to the slammer you go. The SEC can, and has banned securities peddlers for periods as long as life due to misconduct. Violating those bans means jail time. It is about time the FTC and FCC do the same.
Lastly, I have argued with telemarketers who state that because I am not on my states (but on the federal one) do not call list, they can go ahead and call me. BULLSHIT, every one that passes that bullshit off gets an FTC complain filed. Fuck them.
Now, I wish there was some way to stop the professional fundraisers that solicit on behalf of the state troopers. I know that they (the fundraisers) "eat" more than 80% of the donations as fundraising expenses.

Other posters are on point about the FTC not having their own criminal law enforcement agency, to many of the douchebags, a fine is just the cost of doing business. I feel that a few years at the graybar motel might mend their ways.
BTW, as I was typing this I got a call from a robocaller conducting a ""survey"", I just hung up on them. I could do without those ""surveys"" that want to know who I am going to vote for, it is none of their fucking business.
You have a file (fragmented all over the place on that "toy" operating system known as WindblowZE) occupying hard drive space. To the O/S, it doesn't matter which sectors contain the file, just that it (the O/S) "knows" where the segments are, and in what sequence they need to be re-assembled in order to provide the complete file.
So, treat cloud storage as an extension of your local hard drive, and take that to a further extreme. Split your 'file' into multiple pieces, and store segments in different cloud locations. Only YOUR "directory" knows which sectors are stored at a specific location, and in the sequence that they need to be retrieved in order to make the file complete.
Now, try to figure out who has what????

A few years back, Verizon decide to FiOS my neighborhood. Ever since, I have been getting junk mail from them informing me of the wonderful features of FiOS.
Like I could give a rats ass about FiOS.
Once you get moved over to FiOS, you landline circuit goes bye-bye. And, although the local telco incumbent (Verizon) is required to allow competitive carriers copper line access; no such requirement exists for FiOS. Once you are trapped into FiOS, you are at Verizon's mercy, so prepare to bend over and take it up the ass. At least with copper, you can get someone else to serve you.
IM(NS)HO - broadband infrastructure should be municipally owned, not unlike how water and sewer service are provided in many locations.
