Because they consider themselves to be "Authorities", rather than Councils to be voted in (and out) by citizens, Councils seem to believe they can do whatever they wish.

Does the Information Commissioner have a phone at home or a mobile in his pocket. If he does why does he sit waiting for reports? Then take the length of time equal to having a baby before acting. Or is he the only person in the UK who NEVER gets nuisance calls? While the rest of us are TPS registered AND use call-blockers and still get the calls.

I'm looking for a gentle undemanding night-watchman type of job. So when does he retire?

Of course that is so true. Exactly as the UK Authorities act so efficiently to stop or prevent Nuisance calls being made through apparently UK phone numbers from which considerable money is made by UK people leasing them out. Aye! Right!

Look, It's all very simple

Ensure that all BT Executives, Directors and the like are limited to the minimum quality of service provided by their Company, including of all their noms de plumes such as Openreach, Plus.net, etc.

Ensure that all BT offices are provided only with that same limited service.

Once they all enjoy those reductio as absurdum levels, watch them run.

I've only just noticed that EE is a subsidiary of BT Group. Might as well throw their quality of service into the mix too.
