The only thing I can think of is that she admitted her crime and they didn't have enough evidence on him to secure a conviction. He may have got someone else to commit the frauds but kept no records which to be fair is what most criminals specialising in fraud will do. He could claim that although she sent him the information someone else could have accessed it without his knowledge.
I think most of us who are old enough must be aware of this. The old fashioned bank manager (Captain Mainwaring comes to mind) was a person of influence in their community (sometimes of power) who evaluated customers from their base of knowledge and experience. These have now been replaced by a sales team who flog loans and investments based on what the computer tells them to do. Actual customer service is seen as a diversion from the core role of sales. It is unfortunate that she lost her job for what could be a case of simply being naïve and trusting but she is now training for a role in HR? Where she will once again have access to people's confidential information? It would be nice to assume she has learned her lesson and will NEVER hand over information to anyone except a permitted recipient again but human history unfortunately suggests lessons will not be learned...
