    "collaborating suppliers"? Who are you kidding, in my experience they do everything they can to undermine and blame each other! Never do an "Agile" project with public bodies as they use Agile as a blame management tool rather than an enabler...

      Also, after nearly 20 years of outsourced IT provision, what experience have they of being the "controlling service integrator". Bitter experience suggests to me this will not be a success...

    The reality is lots of these service contracts still have a lot of UK based, heavy pension liability ex-civil servants who were originally TUPED out.

    The ability for mid-sized companies to take these on is limited, even with fragmentation of the delivery model, much as it may be a laudable goal.
