Anything used or embraced by only a tiny group of people has a lot of potential for growth, if only because nearly the entire market consists of potential customers. It doesn't, though, imply that such growth is in any way likely.

Their strength is the traditional non-touch PC (laptop and desktop alike). They were playing to their strength when they designed and released Windows 7... now they're sacrificing that market in favor of one where they have virtually no presence and where there is very little chance of that ever improving. A lot of people are "still" using Windows software, and it's all Win32, which is why UWP-only platforms haven't got a chance. How exactly is UWP "playing to their strength?"
